CPA Rates Pending Legislation
1. "Buy American" Provision in the 2009 stimulus bill. The Senate inserted a "Buy American" provision in the President's stimulus package. CPA supported the provision. More information on the Buy American concept is here.
2. S. 1631 Customs Facilitation and Trade Enforcement Reauthorization Act of 2009. Senators Baucus and Grassley introduced this bill to address import safety and intellectual property through rearranging agency authority and inter-agency collaboration, among other things.
The bill is a first draft. CPA notes the obvious tension between "trade facilitation" and import safety in the Customs and Border Protection (CBP) Agency. It is difficult to rush products through a port, and still verify safety. CPA will monitor the progression of the bill and seek opportunities to advocate for an empowerment of CBP to protect food and product safety. CPA has no position on this bill at this time.
